Alerts - Ability to set change by percentage

- Currently, we can set the alerts by a static number, or if the data itself is a percentage (for example, open rate), then we can set a percentage change. User would like the ability to set a percentage change across all metrics, whether the data is static or not.
For example, a 20% change in conversions, sessions, etc.
